Vintage, 17 jewel, Elgin movement, manufactured in Elgin, Illinois in 1932. Adjusted to 3 positions. Fancy regulator.

Dial:
Antique WWI white enameled Military dial with Bold black arabic numbers (12 is Red), with red arabic numbers inner ring of 24 hour Military time. Hands: Black enameled Cathedral style, red tipped, with luminous tips.
